LA gears up for its separation
By Lisbet F. Sumcad

With mixed feelings of eagerness and anxiety, the administration, teachers, and students of Baguio City National High School-Loakan Annex (BCNHSLA) is preparing for its autonomy from its mother school, the Baguio City National High School –Main.

BCNHSLA Head Teacher-in-Charge Brenda M. Carino is ensuring that the school will be ready for the turnover which may take place sooner than expected.

By virtue of the Department of Education’s Order No. 71 s. 2003, the authority regarding approval of separation of annexes was delegated to the regional offices from the Office of the Secretary. In the case of Loakan Annex, all the required standards were reviewed and validated by the assigned Inspectorate Team (I-Team), a group created by the Regional Director and co-chaired by the Chief of the Elementary/Secondary Education Division. Two (2) education supervisors also hold member positions in the team. The I-Team conducted ocular inspection, interviewed local stakeholders, and pointed out the urgent needs of the school. Having met all the requirements, LA is indeed ready for separation.

Upon granting of autonomy, Loakan Annex will be renamed Mil-An National High School, in honor of Mil An, a philanthropist who donated the lot where LA is now erected.

Crackdown on gangs continues
By Daryll Kinichon

Baguio City National High School–LA’s crackdown on gangs is now on high gear as LA Head Teacher-in-Charge Brenda M. Carino intensifies the campaign to demolish existing student gangs.

In a meeting with teachers, Carino reiterated what school principal Dr. Elma D. Donaal emphasized during a caucus with her staff on the prevalence of illegal fraternities in school. The principal is urging all teachers to be vigilant and should caution students not to join gangs. She pointed that there are numerous student organizations that students can participate in. These clubs are established primarily to hone skills, develop talents and enhance leadership of students for them to become good citizens of the country.

With the help of the community members, the school hopes to further intensify efforts against gangs and prevent the occurrence of gang fights and other related offenses.

Loakan Annex faculty have begun gathering information about confirmed and suspected members of gangs and also had a conference with parents and barangay officials last September 12. “The school will not condone and will not tolerate any attempt to ruin peace and order in school,” said faculty president Nazareno Gavina. “We cannot allow these erring students to bully others and inflict harm to anyone otherwise anarchy will prevail in our school”, he added.

Suspension orders have already been issued to those proven to have membership in organizations not sanctioned by the school.

The school is alarmed at the incredibly fast growing rate of various notorious groups in the community. Some gang members even disclosed that they have recruited elementary pupils. “The fear is what we want to eradicate. The more that these young members bow to their superior’s wishes and the more that they allow themselves to be consumed by fright, the more the hardcore members impose on them and take advantage of their weakness,” commented Ben Boyoten, adviser of the Junior Police in Loakan Annex.
